Why would you think that there may be a problem with deliveries from Costco? Did you think that Costco might be banned from TV? Back where you grew up, your neighborhood store has the right to ban anyone they wish from entering their store. I can only recall one incidence where a city banned a company from doing business there - New York City banned WalMart because WalMart would not discontinue the sale of guns at the location and refused to consider unionization. Eventually, the two sides agreed to discontinue gun sales and union labor to erect the store. WalMart, continued to refuse unionization of its employees. To this date, the WalMart location was never built.

About 6 or 8 years ago, there was a rumor that Costco and Macy's were going to anchor a mall at the location now occupied by the Brownwood Hotel and the Brownwood Medical center. Those enterprises probably entered into negotiations with the Developer and refused when heard terms. The Developer charges "rent" as a percentage of the store's volume - not sure if it is gross or net. Costco, like Sam's, BJ's, et al, operate on a very slim mark-up, usually 10%. Because of the small mark-up, they cannot afford to give up any percentage and is the reason they fight against unionization.
