I doubt that you had the birdcage POWDER coated, this usually involves spraying a POWDER on the item and then baking in an oven. Aluminum can be very difficult to repair, ask any boat owner, especially if there was any use of iron or steel based tools. I went through this with an aluminum panel on my car, gave up, and used a vinyl wrap.
I did a lot of research, and never came up with a suitable method to "repair" a paint job on aluminum. My suggestion, find a primer for aluminum, use very fine SANDPAPER to clean the area. Do NOT use steel wool or ANY steel based tools. Apply primer, and apply final paint, cross fingers and pray.
