They are increasing ONLY RECENTLY because of increased hunting regulations and increased game management and conservation techniques. I imagine that some hunting is allowed so that money charged for the hunting permits can be used to preserve areas for the Polar Bears to OFFSET their LOSS of habitat due to Global Warming. Humans are TRYING to slow down the EXTINCTION of beautiful animal species brought about by Global Warming. But, it is like "spitting into the wind" as long as the earth is being ripped apart by EXCESS CO2 produced by IC engines and Industrial plants using coal in China and other countries (even the US).
