It actually isn't going to be automatically granted to every worker. Only those who live in a home valued at a certain level will qualify. The first level are homes valued between 70k-100k, the second level are homes valued between 100k-150k. There aren't too many people that live in those priced homes AND are first responders, veterans, teachers, etc. Those married to rich spouses definitely wouldn't be living in low valued homes. This amendment would have helped only the neediest few.
