There are so many different paint applications available out there that anything you read hear would be a guess. I have owned 3 houses here and used different applications. Call some of the people mentioned in this and other posts (and the service directory in the Daily Sun) and give them a call. They may give you a general idea of cost after discussing it with you, a visit to your home and an estimate should be free.
If you are just painting the weep cuts in your concrete should still work - but a good question to ask when you get a quote. Get a commitment that it will drain the same after the job is done.
