OP, first lower the water in the pool, then use a suitable strong nylon rope attached at one end of the ground wire. You and a friend (?) need to pull on the other end of the ground wire, I am suggesting the rope be connected at the circuit breaker panel, and you pull the wire and rope the toward the pool. Once the rope is in the pool you should be able to attach the new cable to the rope and pull back to the circuit breaker panel. NOTE: I would include an additional rope with the cable, as this might save some time if you ever need to do this again in the future.
I would be glad to help, however, I already have several projects that need to be completed before the holidays, and i expect to be tied up for other reasons for 3 or 4 months in to 2023.
