If someone is employed by and representing a developer or builder, they are not required to have a real estate license. At least that was the way it was when I was a real estate broker.

You don't have to be a real estate agent to sell a house. Anyone can sell their own house, without any agent representative or licensing at all. They can sell their mom's house too if mom says they can. But if they want to call themselves a Real Estate Agent they have to have a license.
