Is anyone concerned that a section of the Obama Health Care bill seems to require government access to you personal bank accounts for electronic transfer?

Pg 59: SEC. 163. ADMINISTRATIVE SIMPLIFICATIONHC Bill lines 21-24 Government will have DIRECT access to your BANK ACCOUNTS for electronic funds transfer.
