That's a lot like the subject that started this thread, folks making up their own rules or ignoring the existing ones.
Ownership isn't relative by law. The Law says 80% of the homes must be occupied by at least 1 person over the age of 55 and further:
"The housing provider must engage in appropriate age verification procedures that includes a community census from time to time."
