It's perfectly serviceable, and in a couple of years, you won't be able to tell. If it was the insurance company's money I'm sure he would have not put up with that, and insisted on all new shingles.
The new law has within it a provision for that. They no longer have to replace the roof, if it can be patched. They can pay just for a patch job.
