The difference between the Massachusetts program and the proposed federal program is that the former started as an experiment and now has a history of results, and the latter will be an experiment with no baseline. What the two programs have in common is they epitomize what happens when theory is turned into practice without prototyping and beta testing. They both devour money.
While they both have noble motives, they have violated all scientific principles for development and fielding any kind of system. Just review any publication dealing with system management and try to find one place where any business logic is being applied.
