Nuclear "was" the original intent, but has since gone far beyond. UNODA, which helped draft the Disarmament Handbook says this ... “The branch {UNODA} is the lead agency of the Coordinating Action on Small Arms (CASA) mechanism, which was established by the Secretary-General in 1998 to harmonize policy and coordinate action by the various UN agencies working in this field.” Note the "small arms" phrase.
