Upscaling means that they will take the native 1080p signal and use a video processor to add, or interpolate, additional pixels to the broadcast signal. So, instead of 1920x1080 pixels, you will get 3840x2160 pixels, 4 times as many. This is supposed to produce a better picture than 1080p, but don't count on it.
