"Take Down the Wall" became a battle cry from everyone on that side, as they now could not get to all that shopping by cart. There was a near riot. It was one of the few times the developer backed off, coming up with the gate-caard-only solution, which restored access to shopping for those residents while keeping (most) outside residents from accessing TV by golf cart.

To add to that - the wall also prevented those Villagers who work at the accessible businesses from commuting by golf cart to their jobs.
