not if it's practice for carrying future mirv'd mini nuke warheads whose sole purpose would be to damage the top of the silos.
No silo missile exit no launch, effectively eliminating 1/3 of our nuclear triad.
Think, they wouldn't need a icbm, a first strike that could launch and destroy our land based missiles in seconds not 35 minutes and not detectable from our satellites. A stand must be made.
