I have zero faith in the educational system of Florida, to teach children anything meaningful. By 8th grade most of them are only as literate as 6th graders in more advanced states, but are pushed through with lower standards. By graduation, most of them aren't fit for much more than community college.

The ones who do end up going to college, go out of state, and don't come back.

The statute reads fine to me.

For students in grades 6 through 12, awareness of the benefits of sexual abstinence as the expected standard and the consequences of teenage pregnancy.

Adding a few word to make it more clear...

For students in grades 6 through 12, (provide) awareness of the benefits of sexual abstinence as the expected standard (of behavior) and (also explain) the consequences of teenage pregnancy.

To be honest, your rewrite makes absolutely no sense to me.
