Apparently, there are only a handful of cities in the country with a population over 100,000 that do not have public transportation.

The study only considered incorporated cities with a population over 100,000 so The Villages would not have been included. However, The Villages is unique in that it is a 55+ community so the need is probably greater here than in other cities. Not having public transportation in a non 55+ community is not as important as having it in a retirement community.
