Yeah, my wife faced the same problem when we moved here in 2016.

Her father was in the military when she was born and the military hospital at Warner Robbins AFB gave her a certificate of birth. She had used that to get a driver's license in several states.

When we moved to Florida, she was told she needed to have an official government-issued birth certificate to get a driver's license, so she contacted the government in Macon, Georgia and they sent her a birth certificate.
