What I'm saying is that a slew of organizations which are not "medical" or "legal" seem to be pushing HR 3200, and this provision would be a way to funnel money to them for "services." If the item becomes law as-is, HHS would find itself dispensing money for these services to any agency which meets whatever criteria (again, one of those "nasty details") HHS determines. It definitely is a "golden goose" clause.
That may explain why AARP is on the HR 3200 bandwagon and promoting it so heavily. Other organizations, because they reach selected populations, are naturals.
