Using email to collect information qualifies as a "system of record."
What's next? What do they do with the names? If you disagree with the Administration's or the Democratic Party position, the IRS comes after you as a person of "special interest?"
So, the Joe McCarthy and J. Edgar Hoover modus operandi is alive and well - we just substitute "disagrees with heath care plan" for "red scare."
