Unfortunately, treating patients improperly (they didn't know better at the time)...
That was NOT the norm...
Hospitals were reporting ICUs at 90% capacity, as if that was some sort of an emergency.
ICUs are supposed to operate near capacity. The expand and contract beds, based on need. It is foolish to keep all ICU beds staffed at 20% use. It's is not cost effective.
