My guess: The Recreation Department is effectively run out of the VCCDD with the SLCDD and the Developer having significant input.

Eventually, the developer will NOT own the amenities in the southern areas. There will probably be another development district in the south.
There are 6 districts, who hire a district manager, to whom J Rohan reports.
