Why would they be? You'd need to understand how fiber works, to understand why it's not in your neighborhood.
But basically - the answer is PROBABLY something like this:
The architecture has not yet been completed to build a new CO to that location, and therefore there's no way to connect the cable at the nearest CO to the homes in that area.
These cables are built underground. It can take years to extend the cables from their closest location to your house. Or they might just decide not to bother at all. Sort of like adding natural gas to one neighborhood that's 3 miles from the nearest pipe - they'd need to build three more miles of pipe, just to get to that neighborhood. And THEN they'd have to hook up only those homes that want it.
If only 2 people in the neighborhood want it - it's not gonna happen. If there are only 100 houses in the neighborhood - it's probably not gonna happen. If that neighborhood becomes the gateway to three more neighborhoods, and each one has 400 houses in it? It -might- happen.
It's all logistics.
