You can go to www.IRS.gov and do a search on "Home Energy Credit". Form 5695 for 2008 has a "what's new for 2009" paragraph in which it mentions replacing windows. There is also the text script of an interview on home energy credits dated 5/7/09 in which a top credit of $1,500. is stated.
