What those gun safe states like NY accomplish, is assuring people like myself with money and an attorney can get a NYS and NYC carry, while many less fortunate citizens raising families in violent dangerous cities are unable to get one legally. Pretty sure MS13 and the Latin Kings don't go the legal route.
