UPS passes the packages off to USPS. I heard it's based on what the seller is willing to pay for the shipping. Once the package is at USPS, then gets either lost (happened 4 times already and nothing was done by USPS! If they deliver the package, it has ended up in the wrong parcel box and cramed in.... Amazon won't and shouldn't have to get involved with a lost package.
