Sounds to me like the same function, just enforced. Exceeding the maximum speed on a golf cart is already a violation. Exceeding the speed limit is another violation. These are traffic violations, worthy of nothing more than a ticket. But if they're not enforced, there's no point in them existing.
I'm all for more efficient enforcement. Can't catch everyone - but for instance today -
I was coming past the Boone Gate on Paradise on my way to the golf cart bridge from my end of the neighborhood. I was behind three other golf carts. The speed limit after the intersection is posted as 15mph. We were all going around 17-18mph. And the guy directly in front of me shifted over to the other side of the road and passed the other TWO golf carts - very obviously going well past 25mph.
If there had been a police car at the fire department, the postal parking lot, or the rec center parking lot, they could've pulled that guy over and given him a ticket for a few different violations.
But there is never a police car at these locations, unless they're called to handle an existing problem.
