Criminal investigation is always a matter of competing priorities coupled with finite resources.

There's always more crime than there are investigators to go after it. "Money" crimes always fall lower in the "chase it down" ladder than "bodily harm" crimes, and those who commit the "money" crimes know this. For them, it's a matter of "what's the potential of risk to getting caught."

"Money" crimes usually take a very long time (months to years) to research, gather facts, corroborate findings, compile and validate evidence, and the seek an indictment. Law enforcement tries to after the worst, first; and that usually means the "bodily harm" crimes take precedence.

HR 3200 (and the other plans) provide for NO repeat NO increase in the staffing or funding of the Department of Justice entities (FBI and US Attorney's Office) which would tackle the criminal investigation and prosecution of those committing fraud. So, any talk about these plans reducing Medicare fraud are hollow.
