In my signature block I list five places I have lived. In exactly one of those places am I able to drive a golf cart down the middle of many streets. It is the same place where several of the streets marked with a lane for golf carts. It is the same place where golf cart paths are provided along the streets on which I am not allowed to drive my golf cart. It is the same place where golf-cart-only tunnels and bridges have been built to connect the golf cart paths on opposite sides of major highways. In exactly one of those five places am I likely to see more golf carts parked at an event than trucks, bicycles, cars, and motorcycles combined.
That is certainly not a legal description but if it doesn't make the Villages a golf cart community then I can't even begin to imagine what would. You call it what you like, I'll continue to enjoy life in my golf cart community.
