The problem is not with the right lane exiting at first or second exit 1 or 2as they can/should stay in the right lane.
Problems occur when left (center) lane wants to exit. Regardless of which exit they want to use, they have no choice but to cross the right lane when exiting. Changing lanes at any time incurs extra risk. Especially in a traffic circle.
