This is not a political issue, both sides of the isle can take the blame for what goes on in Washington.
The way it works is that a low-level staffer overhears a janitor talking about an idea they have. The low-level staffer passes it on as their own and this continues up the food chain, each level taking credit. It is explained to the President at the time this is the best idea since slice bread. When the s**t hits the fan, everyone runs for cover and the janitor goes to jail. This is not confined to Washington it is also the how corporate America works.
