Default Equity Payments
I am not a proponent of equity payments but offer that if descendants of persons harmed are candidates (i.e. slaves), we should look for other similar descendant candidates. One category that comes to mind is descendants of injured or killed military while serving our country. I'm sure there are others that could qualify.
