I had a similar problem, on our cart, there was an ELECTRONIC module that controlled the turn signals, brake lights and 4 way flasher functions, and despite the cart suppliers comment that these never fail, I purchased a new one and problem fixed. Note these are not repairable items and in my case these are custom made so only ONE supplier.
