I assume the IRS reports the contributions to the SS Administration who has no idea what to do with the fake number. No statement can be sent out because there is no account. No benefits can be paid because there is no account. The money is collected by the IRS but will never be paid to those who contributes it.

I don't doubt it, but my experience with the IRS is that, when they find an error in their favor, they will notify you and send you a refund. In this case, the employer is required to contribute about half of the Social Security tax on behalf of each employee. It sounds like the IRS is basically stealing that money from the employer.
