Default Utility Bill Format

Today when I opened my Utility E-Bill, it was not a .pdf file, it was a picture-.jpeg. When I called Customer (non) Service to inquiry how to get it as a .pdf, the nasty lady informed me that the change to the new company was over a year ago and that is how it's been "all along" and that I "need to live with it".

This is mainly a rant - but is it just me???
