A true PDF allows one to directly capture actual text and numbers.
A JPG, or printing a JPG as a PDF, is just pictures.

If you want that text without typing, here's a workaround. With an android phone, take a picture of the bill on the screen. Use bixby vision to do optical character recognition. Select text and copy it where you want it. If that happens to be on your PC; paste text into an email; save the draft on the phone; open draft on PC.
