Probably not a flight risk---the bond is just an attempt to guarantee appearance in court. While you (and others, maybe even myself) have already convicted him and sentenced him to life imprisonment, he is innocent until proven guilty and gets to have his day in court. Also, mens rea is probably attached, and also since he was reported as drunk, the DA may only go for what he can prove---involuntary manslaughter.
