Your post doesn't make sense. When a plumber comes to your house, there will be a service call and diagnostic fee, regardless of how long it takes. But, you said that he came to replace a faucet. So, did he replace the faucet, or just charge you $100? If you decided to not replace the faucet, then you would still owe the fee for a service call. Please clarify.
