You're giving a lot of credit to the programmer.
You do have to give up your Villages ID card if you want a renter to be able to get a non-owner ID card. The question is whether the non-owner ID card carries with it the ability to apply for guest passes. I would think that it does. I would think that someone in a home for a year would be able to have guests down and take them to the pool.
I also believe that anyone with a permanent residence out of the area can be a guest of a current resident whether they own property here or not.
But it's easy enough to try to submit an application and find out.
