When you as a landlord rent your place and agree to get the lessee a residence pass ($50 for those of you that know the system) you have surrendered your rights to all TV amenities that require an ID pass. The lessee now has the right to get guest passes the same as you did before you surrendered your right until the lessee period is expired.
