Why does the renter have the owner id?

Who's on first... what came first the chicken or the egg??

Renter should have a blue id and owner hold the green. Renter is not the ultimate authority or liable person for the property, owner is.
Deed compliance and use of ammenities per compliance is on owner you would think should something seriously adverse happen not a renter using owner status.

Seems strange to me to give a renter owner identity. Surprising but not surprising T V is okay with owner id not matching the property id.
