We often visit the Villages website and look at Homes for Sale. I'll bet other do also.
I don't think there is anything odd at all about people moving once or twice after they purchase in TV. People's needs and situations change. Many of our neighbours have moved for various reasons: health, downsizing or upsizing, divorce, wanting to be closer to a town square, etc.
We originally purchased a two bedroom Villa on a golf course. We love our home and our Village. But we've experienced a flood of company, much more than anticipated. If this continues, we'll have to figure out how to say "no" politely and firmly, or move to a larger Villa.
