I don't know about Europe, but there is a 7 percent sales tax in Florida that the jeweler is required to collect from a local customer. But, in this case, the jeweler ordered the ring from the manufacturer, and when it arrived, they removed the ring from the box, and shipped the empty box to an out-of-state address, and did not collect any sales tax from the local customer. So, they cheated Florida out of the sales tax by pretending that the ring was sold to an out-of-state customer, when in fact, the ring was actually sold to a local customer.
