It may be much cheaper to temporarily remove a section or 2 of fence and then replace after the spa is installed.
As for ARC approval, etc., you need 2 permits, the first is a spa permit, and the second is the electrical permit, and you cannot get the electrical permit without the spa permit. Make sure you pay attention to the clearance requirements for the birdcage and any electrical outlets in the vicinity of the spa.
