Facts matter. If it is a person sent ahead to make sure there is a parking space to recharge an electric car I doubt if the Secretary had much of an input in these actions.
Someone that did not clean up on Aisle 11 could be sued along with the supervisor, store owner and maybe even the chain involved if there is one. That would depend on the facts.
