Pretty sure the OP is talking about gas. Yes, you can get a higher speed on a fleet cart but you are definitely putting more strain on the engine by forcing higher RPMs. As the OP stated the PTVs are geared to allow more speed at less RPM. Most of the carts you see going by over 20 mph are PTVs (but not all). The gear replacement is worth considering if one plans to keep the cart several years.
OP, I bought mine as a PTV so I don't have any useful info on cost to do this.
