Ok, to summarize the replies from many of the above posts:
Dog owners purposely allow their dogs to relieve themselves on their neighbors lawns because they have no respect for their neighbors.
Most dog owners pick up after their dogs, therefore it's OK that they tresspass upon their neighbor's property for purposes of having their pets relieve themselves, without asking permission of the owners of such property.
Those that do not want dogs relieving themselves upon their property, hate dogs.
Owners of dogs cannot learn to control their dogs, therefore make excuses that their dogs are dumb and can't control their bowels.
Dog owners believe it is their right to use their neighbor's property without consent, for any purpose they wish.
The property owners that do not wish dogs upon their lawns, are evil dog haters and have no right to prohibit dogs from using their lawns as their lavatory.
Question:
If a dog relieves itself in a business/store and the owner of the animal picks up after it, does that make it OK?
If a business prohibits pets from it's property, is that OK but it's not OK for a neighbor to do the same?
