On the chance it is me, FYI I have had 8 wonderful dogs in my life. Mostly large. Never, as in never, let my dogs on to neighbors property, city or community lawns, flowerbeds, to sniff, snoop, pee or poop.
You are correct that dogs can't always poop on command, but they can learn when to hold it (as in house trained. Ever hear of that?
Also, if your dog is on a leash, as it should be, it can't go anywhere unless you let it. Dogs are not the problem. The owners, as always, are the problem.
