I used to be in charge of building access for a number of buildings in DC. One of the things the access control system has to do is to immediately open all security turnstiles and unlock all exterior doors if a fire alarm is pulled. Fail Safe as apposed to Fail Deadly. Just a technical post, no idea about the politics of the situation.
