There is competition and you are right, this does reduce cost to the consumer. The other advantage to this proposal is that we could start to do it at the beginning of 2010, rather than waiting until 2013 as either the House or Senate bills require since we would not have to build new Federal bureaus to administer the entire thing - another saving.
